Graduated, with highest honors, at Universidad Católica de Chile, where he also was granted the awards Tocornal, Montenegro and from the Chamber of Commerce (1977). Masters degree at Yale Law School, (1982), granted with the Fullbright and Eisenhower scholarships.

Professor at the Diego Portales Law School, where served as Dean since its foundation up to 1990. He also chaired its Research Department. He has been consultant for the Inter-American Development Bank, the World Bank, and the UNDP. Author of more than thirty articles and chapters of books. Visiting professor of the University of Notre Dame.

He was Secretary of the Rettig Commission (1990-1991), Presidential delegate at the Chilean Congress for legal reform matters (1992-1995), Under Secretary for Interior Affairs (2201-2006), and justice at the Constitutional Court (2006-2009).

Specialized in litigations and reports on constitutional and administrative law. He also practices as arbitrator, as which he is part of the panel of the Chamber of Commerce of Santiago.
